Village of Goehner April 2, 2024 The Village of Goehner Board of Trustees met in open session on April 2, 2024, at the Goehner Fire Hall, as posted in three places in the Village. Chairperson Knisley announced the location of the OPEN MEETINGS ACT POSTER. The meeting was called to order by Chairperson Knisley at 7:30 p.m., at the Goehner Fire Hall. Upon roll call, the following board members were present: Agena, Besse, Bialas, Ostrander and Knisley. CONSENT AGENDA: Minutes of 3/5/2024; Treasurer’s Report; Bills payable to date. Trustee Ostrander moved to approve the consent agenda, with a second by Agena. RCV-Aye: Ostrander, Agena, Besse, Bialas, Knisley. MC Ordinances about animals in city limits and shooting within the limits. Ordinance reads that only the “Sheriff” is allowed to discharge a weapon within village limits. If someone witnesses this, contact the sheriff’s department. A fence permit for Amanda Lowder at 302 John Street presented with permission from neighbors to install on property line. Fee of $15 was collected for the permit. Board approved the request. Solar Panel permit request for Brian Blackwell. He spoke with County zoning and had approval for setbacks and property lines. He will be digging 10 holes with concrete to install panels. It is a development permit. Fees to be determined. Nuisance properties – cabinets and cardboard littering property at 1138 Francis. Clerk to send a letter with ordinance reminder and message to clean up. Solid Waste/ Recycling – next meeting on 4/25/24. Clean up day in Seward at end of month. Tire cleanup on 19th & 20th from 8-5pm at the fairgrounds. Reece Pederson’s water was dug up to check flow. 45-degree elbow off the curb stop that cause it to clog up. Burn pile had a lot of wood on it and state sent letter with pictures ad we have to remove it. The clerk sent out a letter about what can be put out there, mowing rules, pets and guns, etc. Sargent Drilling – performed their well and pump inspections on 2/9/24. North well has average pump efficiency of 61%. Pumps 13 gallons per foot of drawdown. South well has pump efficiency of 52% and producing 9 gallons of water per foot draw down. Both tests were same as previous year. Commissioner Hain reported that Seward County is looking to hire a FT grant writer since so many municipalities need assistance. Would municipalities be interested in helping cover cost of the employee? MOU to be established with County and villages/towns to help with the application process. Goehner is interested. Voter ID law has been passed. Information to be posted at the post office with the details. Postcards were sent about $9M Broadband expansion in Seward County. Maps need updated to show who is “served” and “underserved”. Invites people to challenge the current maps to see who has priority. Look at Vairo contract to see if the current tower is just radio or if internet is included. Effective 4.1.24, Janice Nitz to be Clerk/Treasurer for the Village of Goehner. Whitney to work with Janice for a short time to make transition smoother. New rate of $22/hr. + $200 monthly stipend for health insurance by Ostrander, seconded by Besse.
